Alliance Forms To Strengthen Bantay Dagat Activities Against Illegal Fishing In The Pacific Towns

Maasin City, Southern Leyte- With the existence of illegal fishing activities that proliferates in various parts of the province, including the Pacific areas covering six municipalities facing the open Pacific Ocean, have decided to organize themselves into an association called Pacific Alliance of LGUs for Marine Development.

This was the information relied by PENRMO(Provincial Environment and Natural Resources Management Office) head Eva Abad during a recent interview of which fisherfolks in the province consisting of 18 municipalities were under its supervision.

Abad disclosed that 1% part of the 20% Economic Development Fund from the IRA’s of each town was set aside as part of the organization’s funds for their Bantay Dagat operation in the municipalities’ respective municipal waters.

A Memorandum of Agreement (MOA) was assigned last September 2010 by the Chief Executive of each six towns of St. Bernard, San Juan, Anahawan, Hinundayan, Hinunangan and Silago.

The PENRMO head also revealed that the MOA is being renewed every 3 years, based on the mayor’s term of office. It would be followed by an election of new officers of the fishermen’s association.

Prior to the existence of the PAO-LGUsMD,a feasibility study on the proposed project and other activities relative to the Bantay Dagat activities was conducted for 3 years before it was adopted and implemented, Abad said.

The fishermen-members have also undergone workshop/seminar and planning to build up their capability and capacity which was under the sponsorship of GTZ (now German International Cooperation (GIZ) and the provincial government thru the PENRMO office.

Abad informed that during the workshop/seminar the fishermen were strongly encouraged to actively participate and contribute their ideas and opinions which could be utilized for inclusion in their manual of operation.

She further said that whoever would be elected as chairman and vice-chairman of the fishermen’s organization, who were customarily are both mayors, incidentally the trusted Treasurer’s office would be holding his office at the Chairman’s town hall.

She also disclosed that the German International Cooperation has provided the Pacific fishers’ alliance some equipments /gadgets to 6 municipalities in accordance with their various requests as needed like searchlight,binoculars,waterproof flashlights,2 digital cameras, first aid kits,compass,megaphone,life vest,laptop,LCD and Geographic Positioning System(GPS).

However, Abad did not reveal if the Pacific alliance of fishermen in the Pacific towns have already apprehended some illegal fishers in the area.(Quirico M. Gorpido,Jr.)

New Maasin Maternity And Children Hospital Opens In Maasin

Maasin City, Southern Leyte-At last the eleven-year-old city of Maasin has now a new well-equipped and licensed hospital exclusively for children and pregnant mothers.
The 4-storey new edifice (with telephone no. (053)381-2371) is conveniently located along Ruperto K.Kangleon St.,brgy. Abgao here, not far from the Land Transportation Office and the Salvacion Oppus Yñiguez Memorial Provincial Hospital(SOYMPH)
The modern air-conditioned medical building has clinical laboratoary,emergency room,operating room, Neonatal Intensive Care Unit, delivery room, labor room and three spacious rooms where admitted sick children are to be confined.
Earlier, there was a motorcade starting at MMCH towards barangayTagnipa.It turned left passing the long Tomas Oppus road down to barangay Asuncion and proceeded to brgy Ichon in Macrohon and went back to MMCH location in Abgao.
The motorcade led by Engr. Diosdado Villamor,businessman and the husband of Dr. Joecelyn Verano-Villamor was participated in by his comrades in the motorcycling club,relatives,friends and all the MMCH staff and personnel.
Prior to the blessing and inauguration of the new modern hospital, a mass officiated by Bishop Precioso Cantillas was held inside the first floor of the building.
In his homily Cantillas said that the new Maasin Maternity and Children Hospital is an added boost to the infra growth of the young city that would serve those who come for consultation or confinement.
The Bishop admonished the MMCH staff and personnel to be compassionate in caring for their patients as such virtue is being reflected on the hospital’s vision posted upon the nearby wall.
Right after the mass ,retired provincial hospital administrator Cecilia M. Verano ,DR. Joecelyn’s mother threw up numerous ten-peso coins for the visitors and guests to pick up quick at random. Some have tried to catch the spreading coins while it was thrown away before touching the floor. There was somebody who was unintentionally hit on the head, while another one was hit on the mouth. Both were able to pick up a coin or two and just ignored the accidental hit.
On the other hand, we do not know exactly what that kind of generous gesture represents, whether it is for luck, wellness or for prosperity as to the opening of the new hospital. All of those who were there during the opening and blessing were treated to sumptuous dinner at the third and fourth floor of the building.
The hospital management has hired several former volunteer nurses and nursing aids previously working at the provincial hospital. Most of its invited guests were nurses and doctors working at the government hospital, which is a walking distance from the MMCH.
Were it not for the refusal of Dr. Joecelyn Verano-Villamor to be interviewed by this news writer(news blogger),we can have the exact amount of the total cost for the construction of the entire 4-storey building including perchance the medical equipments installed for the hospital’s operation.
She has excused herself for being tired already after attending to her many young patients at their new hospital and at the provincial hospital starting at one in the afternoon until nine in the evening.
However, a publisher/Editor of another local paper the Southern Leyte Balita was able to interview her earlier on that same day. The opening of the new private hospital was witnessed by Maasin Mayor Maloney L. Samaco and a SP member Cesar Rey.

Maasin City, Southern Leyte-Less than 2,000 tree seedlings composed of acacia mangium and mahogany were planted in brgy. Gutusan here on the eve of Congressman Roger Mercado’s birthday which was participated in by all barangay officials,city councilors and department heads, some provincial officials led by Vice- Governor Miguel Maamo, 11,heads of line agencies and some capitol employees.
Mercado has likewise sponsored medical-dental mission for senior citizens at the city gymnasium in the morning of his natal day.
The birthday celebrant together with his family,relatives,friends,District office employees and supporters celebrated Mercado’s natal day at Lola Edad Beach Resort in brgy, Ibarra, the same venue during his last year’s birthday.
Unlike his 59th birthday anniversary when there were scheduled presentations of some participants to the various programs, the recent celebration during the 4th week of August 2011 was the reverse.
Those barangays,city and provincial officials or employees who wanted to present or offer songs,orations,dances or sketches would just approached the EMCEE Maria Effie Garvez to inform her of their intention and the floor would be given to them.
Other invited guests also included, among others, some municipal Mayors and Vice- Mayors,some councilors,PNP personnel led by Pepito Pacada of the provincial Police office and Maasin Police led by Hector Flores Enage,some press people. Former Presidential Spokesman for Eastern Visayas and former DPWH Secretary Vic Domingo was also present.
A municipal official from Hinunangan offered 4 Beattle songs to the birthday celebrant-I Saw Her Standing There, Help, I Don’t Want To Spoil The Party and Mr. Moonlight- which he rendered well to the delight of Congressman Mercado and the whole crowd.
Moreover, newcomer City Councilor Romeo Geniston also rendered some English songs and Visayan songs for the celebrant. The singing councilor who is a practicing lawyer has as nice voice.Everytime he is invited to any affair, it’s a common happening that he would be requested to sing before the audience.
The revived Stringbirds band of the 60s has served as the main musical accompaniment to those who wanted to offer songs to the Congressman. The band was the mainstay attraction to music lovers in the 1960s,70s and the 80s.They rendered some songs of the Beattles,Hollies,Herman’s Hermits, Gary Lewis and the Playboys and the Dave Clark Five.
At four in the afternoon, some of the officials, guests and visitors have started leaving the place. While others chose to stay and continue to enjoy the food and drinks until past five.(Quirico M. Gorpido,Jr.)

Maasin City, Southern Leyte-Former Pampanga Governor Among Ed Panlilio and former Isabela Governor Grace Padaca have campaigned for good governance thru a symposium here recently held at the Saint Joseph College covered court which was attended by college students and teachers.
Padaca revealed that her desire to campaign for good governance was prompted by her surprising discovery as a broadcast media in the province of Isabela that graft and corruption has indeed occurred in her place.
“This I’ve learned from my series of interviews from some officials in my place for the past 16 years as a broadcast media practitioner”, she said “but no one has left a finger to stop it”.
This is the main reason why a group called Kaya Natin Movement for Good Governance and Ethical Leadership has been organized in 80 schools and in other organizations in various areas of the country during their caravan of good governance, she informed.
With the implementation of good governance in Pampanga some185 truckloads of Illegal logs were confiscated she disclosed. While Panlilio added that 90% of sand use as filling materials in some areas came from his place.
He implied that during his term 6M more or less cubic meter of sand were being quarried with 3 to 4 truckloads a day were brought to Metro Manila.”The annual earnings of this business is P542M”,he said, “but before my term as Governor of Pampanga it only earned some P213M in quarrying”.
The former Pampanga Governor urged the graduates of Catholic schools and the PMAers who are going to work in different government offices/establishments to put into practice the good moral values and the discipline they have learned, in serving the people, particularly to the poor who comprised the bulk of the population.
The priest-turned-governor also strongly urged Filipino voters, young and old, not to sell their right of suffrage and to elect officials based on their integrity, honesty, educational and character backgrounds and not on how much they handed out money during elections.
Nevertheless, Panlilio claimed not all politicians are bad. “Politics is good”, he said.”Not all politicians ay pare-pareho lang…Not all politicians are bad. But we have to elect good politicians”.
He further said: “Good governance is not hard to implement if a leader will look more for the people’s welfare and their well-being rather than his own as a public servant, and is willing to share his power to other government agencies like the drafting of rules and regulations coupled with transparency in all government transactions”.
Padaca,a polio victim at three years old, is hoping that the present leadership will practice good governance and transparency in his administration and punish those found to be corrupt and make our education less expensive so that poor families can send their children to schools.
The former Isabela Governor admonished the youth to remember what they have heard and learned in the symposium even after they have graduated in college and practice it in their day-to-day conduct wherever they might be working. Likewise, she also advised the teachers in old schools to continue to teach their students moral values and for good politicians to continue to work for what is good.”Fight for the truth and continue the effort“, she said.”We may not be moving all the time but continue to do and God will do the rest…Nothing good done is left unrewarded”.

Forty Maasin Barangays Are Under Close PDEA Surveillance

Maasin City, Southern Leyte-Forty,out of 70 Maasin barangays,are now under close surveillance of the Philippine Drug Enforcement Agency (PDEA) due to the reported incidence of alleged drug-related activities.
This was the recent disclosure of Abgao Barangay Captain Nacional “Nikko” V. Mercado in an interview with the media.
The younger Mercado said that as President of the Liga Ng Mga Barangay Captains of Maasin, he was chosen by PDEA as the “coordinator” to other Barangay Captains whose barangays they were leading /governing are suspected to have been allegedly influenced by illegal drug dealers thru unidentified informants.
However, since there were no strong evidences against those suspected drug couriers, traders and contact persons in the illegal activities, the Abgao Barangay Captain explained, they have submitted the names of suspected persons from 40 barangays to the PDEA office for verification to the latter’s master list of suspected drug dealers from different parts of the country.Nonetheless,the names of the 40 barangays where alleged suspected drug dealers/pushers have existed, were not revealed by our source.
Mercado further said that this kind of PDEA operation is in coordination with the nationwide PNP officers. They(PDEA and PNP officers) were instructed, he said, to conduct buy-bust operations and also to closely monitor places where suspect5ed drug activities are in progress in order to arrest the suspects.
In a study conducted by concerned agencies on the bad effects of illegal drugs, a high percentage of criminal activities in the Philippines were found to be related to the use of illegal drugs involving some youth and adults.
“If the list of some names we have submitted to the Philippine Drug Enforcement Agency(PDEA) are also found in their master list”, our source said, “then PDEA personnel together with the PNP officers will be closely monitoring the illegal activities of those confirmed drug dealers or pushers”.(Quirico M.
