They Are What We Cannot Be

Again Japan, why this crippled nation is teaching us so many lessons about strength and dignity in face of such great challenges and adversity. Just watching the Japanese do what is right amid so much chaos and disarray sometimes makes us embarrassed about ourselves.

When it becomes clear that some farm produce, including milk, may have become contaminated by radiation from a devastated nuclear power plant, the Japanese did not wait for any government advisory. They voluntarily destroyed or otherwise kept these products from reaching the market.

In other words, the Japanese did not want to comprise the health of others, as well as their own, despite t heir own creeping hunger brought on by the sweeping devastation, and whatever great use a little money could bring into their devastated lives.

Then quickly switch the scenario back to our own cheeky realities. Take the case of what the people in Luzon call as “bocha” or twice dead meat or how some people have no qualms making a living about introducing them to the market.

While the Japanese are voluntarily pulling out contaminated farm produce, there are some Filipinos who deliberately flood the market with contaminated meat. Perhaps no greater difference can be had between the two peoples. Discipline, pride and self-respect are at the very core of the Japanese being. That is the way they are. A lot of Filipinos also have discipline, pride and self-respect. But it takes a lot of doing for us while to them it seems to come as a matter of course.

Of course the fierceness of our nationalism may often tend to blind us to the great realities we refuse to acknowledge, that is until somebody pricks us awake at some great display of character shown by other people in their moments of trial.

Many Filipinos show greatness in triumph. But that is easy to do when you have the world feeding off your hand. But to others, such as the Japanese, or the Koreans who delved into their personal treasures to help shore their government in the Asian financial crisis, they simply are. Governor Mercado To Grant Posthumous Award To Yoyoy Villame

Maasin City, Southern Leyte-Governor Damian Gaviola Mercado in behalf of the provincial government of Southern Leyte and in coordination with the office of Southern Leyte Tourism, Investment and Promotion Center shall be granting posthumous award to the late popular Boholano singer Yoyoy Villame.He died of cardiac arrest according to his attending physician on May 18,2007 in Las Piñas City, Laguna where he was a councilor.

The singer’s very first song the Magellan Song, that became a hit in the Visayas and Mindanao areas and even in Luzon, which made mention of Limasawa Island, was recognized by the provincial government thru the incumbent Governor, “ in relation to the discovery of the Philippines and its Christianization”.

The granting of the posthumous award is one of the highlights which “mark the nation on the 490th Anniversary of the First Catholic Mass on March 31, 2011 in Limasawa Island, Philippines and in Asia”.

Our reliable source said that the aforesaid celebration is also “the launching of the 10th countdown to 500 years commemoration of the First Catholic Mass that coincides with the Catholic Bishop Conference of the Philippines’ observance of the Decade of Evangelization”

Lilian Villame Austria, the daughter of the late singer Yoyoy Villame, whose real name is Roman Tesorio Villame, Sr., will be representing her father in receiving the latter’s award.

Austria who is living in brgy. Sta.Cruz, Calape, Province of Bohol was informed several days ago concerning this new development thru a letter.

Villame’s daughter has responded and confirmed, via a text message to Provincial Tourism Officer Nedgar V. Garvez, the invitation to come to Southern Leyte, which was sent four days after she received the letter.

The representative to the awardee,it was learned, might also be bringing with her close kin to Limasawa Island.

Except for composing adaptation songs, whose lyrics were written in the Cebuano language, but tunes were derived from original English songs, Yoyoy Villame, who has possessed a uniquely squeaky voice, has also produced original compositions like the lively personification of the ocean fishes and other places in the country, including humorous songs of love and marriage, together with his duets with another Cebuano popular singer Max Surban, which also tickles the senses among its listeners.

On the other hand, Archbishop Rev. Jose Palma, who was an erstwhile Archbishop of the Archdiocese of Palo in Leyte Province, and now the incumbent Archbishop of the Archdiocese of Cebu, replacing Cardinal Vidal who has retired, shall be the main celebrant of the Anniversary Mass.

Tourism Development Is The Only Way To Go-Castañares

Kuting Reef, brgy.Asuncion, Macrohon, So. Leyte-Engr. Robert Castañares, also Business Development Analyst, claimed that tourism development is the only way to go to improve the economic condition of the entire province and to provide employment opportunities to the people.

This was his conclusion after he and his newly-organized group Southern Leyte Chamber of Commerce and Industry (SLCCI) conducted a province-wide studies of the economic endeavor that the pubic and the private sector were engaging.

Bunchy Top Infestation

“The dollar-earner abaca industry was wiped out by unpreventable infestation of airborne pests called bunchy top attacking all the plantations in different municipalities”, he pointed out.

He stressed the coconut industry, the second relied-on plants among the farmers earned P380M annually will go down if the brontispa infestation will not be checked out or prevented.”There are already 9 Maasin barangays that are affected by brontispa infestation”, he said.

Although palay (rice) was rated as good, he said, it’s not really much.”The farmers also lack of raw materials and major devices in cultivating their farms.”

“In business, 95% being registered are classified as micro-entrepreneurs, with only 50% small employers market” he disclosed to the members of the press, both broadcast and print media.

”Government agencies/offices were the biggest employers in the province employing 200,000 workers”. On real property taxes and other business taxes the percentage of collection were low, he said, with 80% of LGUs’ budgets were IRA-dependent.”But our tourism potential is not fully harness by LGUs”.

He explained that the province has several tourist destinations that need to be developed to attract local and foreign tourists.

To Adapt Other Policies/Regulations

Castañares said the policies and regulations used by successful tourist places like Cebu, Bohol, Boracay Siargao, Palawan and other well-known tourist destinations of the country can be studied and adopted by Southern Leyte tourism officials found applicable to the province.

He divulged that in this new undertaking are agreements between the LGUs, the provincial government and the business sector were formulated as partners in this new approach.

He also showed some slides to the press on various places of tourist destinations, saying that the role of the government agencies is to provide infrastructure like roads and bridges leading to these tourist spots.

The private sector, referring to businessmen in the entire province who some of them are now members of the newly-organized Southern Leyte Chamber of Commerce and Industry (SLCCI) will take charge of the software, meaning the man-made attractions like buildings and other amenities near the location of tourist sites are to be constructed.

He confided that the province has already 500 air-conditioned rooms and 30 dive sites in the entire province.”However, there’s still the need for the government and the private sector to provide clean and modern restrooms. Transportation services from Tacloban to Maasin and vice versa and the completion of basic facilities necessary to meet the tourists’ needs should be put in place”, he said.

Investor-Friendly Regulations/Policies

The Business Development Analyst also emphasized that there’s also the need to amend some rules, regulations and policies of LGUs to make it investor-friendly, like providing tax holidays to newly-established businesses and the like.

In this connection, Castañares cited P27M worth 30-room hotel in Silago made of first class hardwood by a foreigner married to local lass.”Instead of providing moral support to his new business by imposing a minimum, tax”, he intimated, “the LGU did the reverse by imposing a maximum tax”.

With that move, he said, the owner of the new hotel was discouraged and decided to close the hotel.

He explained that if 30 people will occupy every room, paying P5, 000.00 each per month that would have total earnings of P150, 000.00 per month. Multiply that by 12 months, it would be P1.8M or P2M a year, he said. “If it was allowed to operate with a minimum tax”, he continued, “the locality would benefit from it. But they do not know what they should know”.

Included in the Southern Leyte Tourism Framework is the establishment of Tourist Hub in 4 places like Maasin, Sogod, Silago and Napantaw Dive Resort in San Francisco, Panaon Island. For Maasin proposal is a shopping mall with a cinema, development of Cagnituan Cave, the plan to build a 125-hectare Zoo at the Maasin Forest Park (formerly Danao Reforestation Project) to be named Zoo Leyte.

Castañares informed that the builder of the proposed Zoo would come from the Subic Bay Zoo.”When the tourism industry in the province would already take off”, he said, “there’s also a plan to construct a 9-hole gulf course inside the MFP”.

For the extreme adventure at the newly-finished, 350-meter length, 75-meter height, P1.024B Agas-Agas Bridge, construction of zipline by the Sacdalan Brothers has already been started, he said, and it would be completed before the end of April this year.”A cable car will also be built”, he said.

For Silago he presented slides showing pictures of canopy walk. He claimed the tourist attraction has utilized about 40 to 50 feet apitong tree, which is also about 40 to 50 feet high.”This would make tourists to see 3 waterfalls after walking atop the canopy walk for 15 meters distance”. He said a coffee shop and a restaurant shall be built there soon.

Invite Travel Agencies

Napantaw Dive Resort in San Francisco, which is one of the beautiful dive sites in the world, will also be developed. He said that Napantaw is one of the favorite sites for scuba diving and snorkelers.

Castañares disclosed that he has proposed to the LGUs where investors are engaged in tourism-related businesses to grant them 5-year tax holidays from 2011 up to 2016.

“One of the effective ways to attract local and foreign tourists for the promotion of tourist destinations of the province is to invite travel agencies personnel to tour Southern Leyte”, he claimed.”Although the LGUs have to provide funds for such purpose for the guests touring in various areas of the place including foods and accommodations while staying here ,but later on it would be compensated since they are the ones who will be spreading what they saw and their experiences while visiting Southern Leyte”.

He said in the offices of the travel agencies brochures on tourist destinations of the place can be made available for the local and foreign tourists to pick up as guides and referrences.While big billboards announcing the province’s tourism slogan like for instance,”SouthernLeyte- remote, rural and rustic-the playground of region 8” will be posted conspicuously at NAIA-Manila, Cebu Mactan Airport, Ormoc and Tacloban airports.

Earlier, Castañares revealed that in September last year, the Southern Leyte Chamber of Commerce and Industry(SLCCI) was organized thru the sponsorship of the Department of Trade and Industry and GTZ,now changed to GEZ (German Economic Cooperation).It was held at Kuting Reef Beach Resort and Spa in brgy. Asuncion, Macrohon.

It has 50 initial members with Engr. Robert Castañares nominated as its Chairman of the Board. Mike Udtohan of the College of Maasin was the Vice-Chairman.

He added that “tourism is a community activity that would create wealth and provide employment to the people”.

Tourists’ Annual Arrivals

Records of the summary of tourists’ arrival from the Southern Leyte Tourism, Investment and Promotions Center show the following figures. From January to December 2008-Maasin City: domestic-12, 977, foreign-1,259=total 14,236; Southern Leyte: domestic-13, 810, foreign-1,452= total 15,262.Total numbers for both Maasin City and the province of Southern Leyte are 29,498;

From January to December 2009-Maasin City: domestic-14,337, foreign-1,056=total 15,393; Southern Leyte: domestic-10,998, foreign-3,202= total 14,190. Total umbers for both Maasin City and Southern Leyte are 29,583;

From January to June 2010.No report yet from July to December 2010-Maasin City: domestic-9, 105, foreign-483=total 9,588; Southern Leyte: domestic-7,121, foreign-1,744=total 8,865. Total numbers for both Maasin City and Southern Leyte are 18,453.

The top ten tourists’ arrivals of foreign nationalities during the yearly report were Germany, United States of America, United Kingdom, China, Australia, Japan, Austria, Canada, France and Korea.

SP Approves P518, 621,885.29 Budget For 2011

Maasin City, Southern Leyte-The Sangguniang Panlalawigan has finally approved P518,621,885.29M Budget appropriation for the current year 2011 during its recent weekly session held at the provincial capitol here.

SP Cesar Rey, Chairman Committee on Finance and Appropriation informed the august body that the amount that needs to be reconciled was already complied with. He said he called on the attention of the different departments’ heads previously conducted during a special meeting held on the same venue.

The proposal of the past meeting, he said, was to deduct P50, 000.00 from each department, which will be subjected to a supplemental budget. With this measure, the concerned offices have agreed and it was witnessed by the Finance Chair’s colleagues Felicula Escaño and Sarah Dampog.

However other departments, for other reasons have greater amount of deductions compared with other offices. These were the following: 1)Provincial Warden-P50,000.00; 2)Provincial Social Welfare Department Office-P50,000.00; 3)Provincial Accessory’s Office-P50,000.00; 4)Office of the Provincial Agriculturist-P50,000.00; 5)Prov’l Budget Office-P50,000.00; 6)Prov’l Veterinary Office-P50,000.00; 7)Provl Environment and Natural Resources Management Office-P50,000.00; 8)Prov’l Treasurer’s Office-P50,000.00; 9)Provl General Services Office-P100,000.00; 10)Sangguniang Panlalawigan Office-P200,000.00; 11)Provl Engineer’s Office-P288,250.00.

Asked by SP Teopisto Rojas,Jr. why SP’s deduction was larger than other offices, Rey explained that SP’s electricity bills amounting to P200,000.00 were charged to the Provincial General Services Office.”This is the reason why the same amount was deducted from the SP office covering the entire legislative building”, he said.”The amount of P200, 000.00 which was not spent for its sole purpose was considered part of our savings”.

Esclamado, another SP member for his part said it’s good to hear that “we were able to get the balancing figure and the demand of Vice-Governor Miguel Maamo,11” for his Aid to Various Entities,Barangays and Municipalities amounting to P1M was transferred from SPA to his office.”This is aside from the P4M budget for the aforesaid Aid.

However, SP Abelardo Almario, Chairman Committee on Laws and Means, wanted clarification from Rey if the abovementioned deductions from the different offices were being discussed with them. Or if the members of the Committee on Finance and Appropriation have ventilated the merits of the SP’s request.

The Finance Chair repeated he had already given copies of the previous minutes to different offices.”The deductions were thoroughly discussed to the concerned heads’, Rey added, “and our allotment for various municipalities and barangays’ projects is P500, 000.00 per year for each board member”.

Rey further informed that for SP’s office they have an increase of P5M appropriation of their MOOE from P4M to P9M plus.

Ex-officio member Nacional “Nikko” Mercado in behalf of another ex-officio member Sarah Dampog, asked how come ex-officio member are not considered first class board members considering that they do not have the same amount of discretionary funds?

The Finance Chair responded that she can ask their particular concern to Governor Damian Mercado and Vice-Governor Miguel Maamo,11 for clarifications.

Rojas confirmed what the younger Mercado has said by saying that ex-officio members’ discretionary funds are bigger.”They can ask for bigger amount than what they have from the Governor”.

On the other hand, the abovementioned current annual budget for the province of Southern Leyte comprises the following: 1)Total Personal Servbices-P143,443,367.95M; 2)Maintenance and other Operating Expenses-P82,782,919.38M; 3)Capital Ourlay-P492,000.00; 4) SPA and 20% Economic Development Funds-P291,903,597.96M; 5)The Economic Enterprise of the Provincial Engineers’ Office Motor Pool-P42,000.00.

The PEO Motor Pool’s aforementioned appropriation also comprises of the following breakdown: a)Personal Services-P20,399,587.00; b)MOOE-P19,995,000.00; c)Capita Oulay-P1,605,413.00. 6) Provl Health Services Office’s Economic Enterprise-P170, 945,952.30M. The said amount comprises for Personal Services of P126, 240,281.00M and MOOE of P44, 705,671.30M.

Moreover, the Finance Chair revealed to the august body that an additional appropriation for Aid to Various Entities/Barangays /City/Municipalities was attained from P1,238,916.00M to P4M; Budget of Membership Due was increased from P680,000.00 to P1M; Mobile telephone Expenses from P300,000.00 to P400,000.00; Donations and Assistance to Entities from P170,000.00 to P500,000.00;

Repair and Maintenance for Motor Vehicles from P170, 000.00 to P420, 000.00. Total budget for SP is P25, 603,589.00.”This is consisting of Personal Services-P16, 015,989.00 and MOOE—P9, 587,600.00”he said. (Quirico M. Gorpido,Jr.)

Red Cross, Prov’l Govt. Conducts Training-Seminar On DMP For The New PDRT Members

Maasin City, Southern Leyte-Red Cross Southern Leyte Chapter with funds from the provincial government has conducted training-live-in seminar for ten days on Disaster Management Preparedness for the new Provincial Disaster Response Team (PDRT) members during the recent month.

This is in order to response to any emergency call that may arise in times of various rescue operations in the city and in other areas of the province. The seminar activities were held at the Ruperto K. Kangleon Function House located at brgy.Mambajao here in this small city. They were billeted at Crises Child Center building adjacent to the office of the Provincial Department of Social Services and Development.

In the past, Roman Mancio informed, Red Cross had also conducted series of DMP trainings to Red Cross volunteers and other government employees from various LGUs representatives in different municipalities of the province.

This was the interviewee’s disclosure who is one of the Red Cross trainors and Chapter Service Representative Safety Services in an interview at the Red Cross office in brgy.Abgao here.

Mancio pointed out that the training-seminar has the following objectives: 1) To be able to have a proper system of emergency rescue; 2)To gather concrete and concise data from the area of disaster so that the needs of the disaster victims can be addressed properly.

The trainings that imparted skills to the 55 participants, which has a funding of P298,000.00 from the provincial government, were composed of provincial and city employees and some Red Cross volunteers, who some of them were college students.

The skills trainings have covered Disaster Management, first aid, swift water rescue specialty, basic life support and swimming, infront CPR(cardio-pulmonary resuscitation),hazard mopping, situational accessment,evacuation of victims of floods, earthquakes and landslides, guidelines for emergency care, immobilization and bandaging, extrication(removing of victims from difficult situation),common medical emergency, basic swimming rescue, swift water rescue, basic rope technique and rappelling, water survival, basic life support for adults, child and infants CPR; foreign body airway management for adults, child and infants; and training for chocking instances.

The Chapter Service Representative also revealed that the seminar-training’s series of lectures and activities were translated into actual performances by the participants themselves under the supervision and guidance of their respective Instructors-trainors. These were in places where the untoward incidents were presumed to happen.

The equipments used during the actual trainings which was also being managed and supervised by the OIC-Red Cross head Noli Casas and Capitol consultant Jason Calva, were provided by the Provincial Disaster Management Council(PDMC) headed by Dodi Hernandez.

Maasin City, Southern Leyte-TESDA’s(Technical Education Skills Development Authority) programs will remain the same but will respond to REALL-DEAL thrust with the new Aquino Administration by adopting its blueprint in accordance with that of the incumbent President’s.

This was the statement uttered by the Southern Leyte TESDA Provincial Director Rolando Juanillo during a recent week interview at his office at the Capitol Site, here.

He informed that the adoption of such thrust was derived from the information received by the TESDA hierarch y in Manila’s main office. This was during their two-day Directorate Meeting held at TESDA’s main office located at Tandang Sora Avenue, Diliman, Quezon City before the end of January 2011.

He claimed the aforementioned meeting was attended by high officials of TESDA, Regional and Provincial Directors, Administrators numbering more or less 200 participants.

The meaning of this aforesaid acronym with the addition of TESD is very long, he implied, and perhaps the very first long meaning of any acronym that each of us has encountered in our readings. Here it is: Reach the grassroots, Empowers the rich, Assure quality skills training and Life-long Learning; to Develop, Enable and Actively engage Labor force members in job opportunities Thru Employability and livelihood Skills Development (REALL-DEAL-TESD).

Juanillo also disclosed in answer to questions that specifically his office do not directly provide skills trainings to its clients/applicants but thru partnership and collaborative efforts with VOCTECH schools located in different areas of Southern Leyte.

However, before voctech schools and colleges can offer skills trainings for interested workers/applicants, Junaillo stressed, each one of them must first be registered under TESDAS’ Unified TVET Program Registration and Accreditation System (UTPRAS).

The purpose for this measure, he said, is “to assure that training providers meet minimum standards for quality assured TVET training delivery system”.

The LGUs that want to conduct skills trainings within its respective municipalities, are likewise required to coordinate with his office, he emphasized, with the possibility that TESDA might grant scholarships to poor but deserving students thru its scholarship and students assistance program, which include also other OFWs.

Courses TESDA is offering are: Massage Therapy, Hairdressing, Blood Pressure Monitoring, Blood Type Sampling, Demo in Bartendering and Waitering, Profiling for Strong Career, Free Service For Computer Hardware, Carpentry. He implied other courses might be considered after discussions and consultations with the TESDA-accredited voctech schools in the province.

On the other hand, records show that in 2009 there were 554 PGs grantees for the province of Southern Leyte. They were enrolled in 9 duly-accredited training institutions in the province. For the Learning Education Program (LEP), there were a total of 109 LEP scholarship grantees from different municipalities. The highest numbers of grantees were from Sogod town. Most of them were enrolled in Commercial Cooking,NC2 leading to Bachelor of Science in Industrial Technology major in Food Technology and Building Wirings Installers NC2 leading to BS Industrial Technology major in Electricity.

Also in the same year, TESDA has a total of 3,266 trainees and graduates in various livelihood and skills trainings program in TVET areas which included trainings in the sectors of Agriculture, Tourism, Health, Social and other community development services, automotive and construction. When asked about his office job target, he said that it would be around 1, 226.Nonetheless, Juanillo clarified that TESDA is more on facilitating employment, but the role in getting gainful employment for the skilled graduates rest on the VOCTECH registered schools thru TESDA’s so-called Blue Desk.

He further underscored that his office would always see to it that skills and vocational trainings provided by the authorized schools in the province are relevant to the qualifications abroad.

City Govt. Sponsors ‘Run For The Heart’ For Guinsaugon Survivors

Maasin City, Southern Leyte-Mayor Maloney Samaco in behalf of the City Government has initiated during the recent weeks ‘run for the heart’, an open fun run participated in by City Hall employees,PNP personnel and other sports enthusiasts individuals in the city.

The one-day afternoon affair, which was divided into two categories, has a total of 1,150 participants composed of men and women.

The 3-K run for the heart was participated in by 311 men and women, while the 6-K run has exceeded beyond the double number of3-K’s men and women, reaching its division’s participation to 839.

The 3-K run route started from City Hall playground towards the cemetery road, then turned left to R.K. Kangleon Street in brgy.Mambajao and back to the finishing line at the City hall.

The 6-K run which also started at City Hall passing the National Highway and up to the Capitol compound. From there the runners went back from where they have started en route to brgy. Canturing and passing by the “Tulay Sa Pangulo” steel bridge. Then proceeded to the highway and back to City Hall.

Earlier, Daryl Cadavos Cinco of the Maasin City Sports Council Office said that before the start of the competition all participants were required to register to qualify them, ,paying one hundred pesos each.T-shirts that served as uniforms emblazoned with red-colored heart on its frontage and backgrounded with black letters, were given.

Cinco informed that the first, second and third winners in the 3-K run in men’s and women’s divisions have respectively received prizes of P1, 500.00, P1, 000.00 and P500.00 each.

While the three winners in the 6-K run of similar two divisions have received P2, 000.00, P1, 500.00 and P1, 000.00.

Winners of the 3-K run for men were: First-Jeffrey Bellota wearing no.1415 had a clocking time of 16:19 from brgy. Lonoy; Second-Edgar Castillano #1745 with a clocking time of 16:48 from brgy.Mambajao; Third-Enrico Ramos #1635, clocking time 16:52-Yawyan Club member from brgy. Asuncion.

Winners of 3-K run for women were:First-Nory Ann Dumagat #1242,clocking time 27:35-a teacher of the Maasin City College;Second-Jilma Maraon #1629,clocking time 28:52-Maasin City Sports Council office;Third-Marlina Sabalo #1081,clocking time 29:45-City Hall Accounting Office employee.

Winners of 6-K run for men’s division were:First-Narciso Deterala #85,clocking time 23:23 from Tolosa,Leyte; Second-Miguel Egido #139,clocking time 26:42-brgy. Hanginan 2; Third-German Egido #34, clocking time 28:52-brgy. Hanginan 2.

Winners of 6-K run in women’s division have a tie: Mary Ann Lapasanda #110 and Joyce Jane Mancesa #105 who were both members of the Philippine Natonal Police have the same clocking time of 45:16.Second-Ritchiele Abiñon #100 with a clocking time of 45:57-PNP.

The MCSC employee further confided that the proceeds of the run for the heart were used to buy sacks of rice for the Guinsaugon survivors during the recent Feb. 17, 2011’s 5th year commemorative day of the Guinsaugon massive landslide when about more or less 2,000 people have been buried alive in cement-like mud.”One hundred repacked pieces of 4-kilo rice each pack were brought to St.Bernard by the heads of city hall offices led by Mayor Samaco”,she said.

Furthermore, Samaco pointed out that the previously concluded marathon aims to foster agenda for Sports Excellence; to increase participation amongst constituents in Sports and various wellness activities; to promote physical activities like sports as effective way of maintaining healthy lifestyle amongst employees of the City Government in particular and the constituency in general; to raise funds to the victims of landslides in Southern Leyte.

Please, Help Me If You Can

I am calling on my relatives, both father and mother sides, particularly those who have the means and the capacity to help a poor relative. If only I have my own dwelling, I could have refrained myself from asking some sort of assistance from my kith and kin. However, I have been renting a house for the past 20 years now since I started to live independently away from any siblings’ reliance. Our parents have already passed away many years ago. Because of poverty, some of my siblings were not even able to finish high school education. We have separated from each other earlier than most instances that happened to a poor family. It was only thru my initiative efforts that I was able to study in high school as a working student in ICC (now De La Salle University) in Ozamis City, Misamis Occidental where my siblings and I grew up.

I was able to take up journalism when I decided to go to Metro Manila where I worked in the past and stayed there for several years. But when I lost my job I was forced to stop my study. My experiences of acquiring some commonly manual works including two private companies where I happened to work did not make me well enough to live a much better life than when I was still young. The little progress in my life did not serve well to materialize my desire to own a house until now.

If only there would be an existing housing projects initiated by the Government exclusively for the poor Filipinos who are houseless that could be owned thru affordably low monetary monthly payment for the period of ten years, I could have my own house and lot now. But there is none that exist here and I’m still renting and always moving from one house to another like a migratory bird.

It would be taxing to always be renting. My little savings would usually be used mainly for a monthly rental. It seems that houseless people are always struggling everyday to be able to pay one’s monthly obligations to their landlords/landladies. If you happen to live in a boarding house owned by a non-compassionate landlord or landlady, chances are you will be ordered to leave the house and look for another boarding house. But how can you look for another lodging house, when in the first place you were not able to pay your preceding rental obligation? You see! This is the common fate that would happen in some occasions to some boarders who have no immediate funds to pay for their house rents. It would be hard indeed and hurtful for those who have undergone such experiences.

The housing projects that I know available are only for those government workers who have contributed to PAGIBIG fund. How about those who are not government workers and have no money to contribute regularly for 20 years at least as requirement for possible acquisition of PAG-IBG-sponsored housing units? The poor have none of this kind.

We are calling on the present Administration of President Benigno Simeon Aquino,111 and to the succeeding Presidency to please consider for the establishing of another kind of government-sponsored housing projects exclusively constructed for houseless poor Filipinos who have no house of their own, but continue to live under the dictation and mercy of their respective landladies or landlords who imposed monthly rentals according to their satisfying wishes.

I’m not talking about the housing projects under the supervision of the so-called Urban Poor. It seems that these so-called Urban Poor dwellings -approach did not really cater to those who are indeed poor. I heard stories that most of these so-called “Urban Poor” are not really poor people. Unofficial reports have it that they were the first to gain an acquisition of housing units, because they have the means to pay much quickly than the poor ones. How true is this?

Indeed, there’s really the need to construct in every province of the country housing units, exclusively for the genuine poor. Genuine poor refers those who have only a little income, but did not own houses of their own and continue paying their monthly rentals for many years already. Another Chairman of this kind of housing projects is needed for him to focus on the task of surveying the genuine poor anchor on the premise that these poor Filipinos are houseless and continue to pay monthly renting for their respective dwellings.

Vie-President Jejomar Binay’s Chairmanship of Pag-ibig –sponsored housing projects should be his focus so that this kind of projects he’s tasked to do would be effectively implemented, with similar expectations to that of the Chairmanship’s in the housing units for the genuine poor Filipinos in all provinces of the archipelago.

I hope that officials appointed by the new President to the housing committee will be able to read this article in the internet and will be moved with altruistic concern. That a compassionate concern would drive the Chairman Committee on Housing projects and its members in Congress for the millions of poor Filipinos to act with dispatch. And that plans for the approach of truly helping the millions of poor Filipinos will be realized in the near future.

Nevertheless, on my personal side, it’s too long years for me to wait. But my abovementioned idea is worth implementing for the Aquino Administration to start the planning now for the welfare and benefit of millions of poor houseless Filipinos who I am specifying categorically here in this piece. We, the millions of us poor Filipinos are hoping the government will bail us out soon from our predicament and plight.

On my part, I have been struggling for more than 20 years now of monthly renting from different boarding houses that I happened to live in different places. And I think that this duration is quite long enough for my endurance to suffer from such kind of struggle. I hope that a well-off relatives or relative who has owned a big lot would be kind enough to share a part of his/her land for constructing a house that could accommodate 6 to 7 persons. It would be good if there would be a portion of his lot also which I could plant some vegetables for family consumption and could also plant some fruit trees so that I would not be buying always vegetables and fruits in the public market.

Here are the marks to show to which I am related by blood on both sides of my father and my mother. My maternal grandmother is Marcela Almendras (deceased) whose roots are from Ilocos Norte. My maternal great grandfather is Pastor Almendras (deceased) who hails from Laoag, Ilocos Norte. My mother Lourdes Almendras Monte de Ramos (deceased) was born in Southern Leyte province. My maternal grandfather is Tomas C. Monte de Ramos (deceased) of Southern Leyte. All I know about my grandfather’s lineage is that the Monte de Ramos clan originally settled in barangay Nasaug, Maasin City, Southern Leyte. Some of them have migrated to other places in the province and even some have moved to settle in Mindanao. I have also three or four first cousins who are now living in various areas in Mindanao to look for a greener pasture.

Nonetheless, our great greatgrandfather who bears the family name of Monte de Ramos hails from the province of Negros Oriental. He migrated to Southern Leyte and got married here. Some of his siblings chose to settle in Mindanao. His progeny got married and their children have multiplied. That’s why there are so many Monte de Ramoses in Southern Leyte.

On the other hand, my paternal grandfather is Agapito Gorpido (deceased) of Pambujan, Northern Samar. My paternal grandmother is Eugenio Siervo (deceased) also of Pambujan, Northern Samar. My father is Quirico Siervo Gorpido, Sr.(deceased). I also know that there are some Siervos living in the province of Negros Oriental .With this information that I’ve got somewhere, I have the perception that these Siervos have the highest possibility that they belong to only one tree that the Siervos in Northern Samar have progenically belonged.

With my aforementioned family backgrounds my kith and kin who happen to read this article can now easily identify themselves definitely with me who needs their compassionate help. I hope that some of my distinguished relatives or relative who has the capacity to offer help will have the great interest to extend his/her generous help in sharing part of his/her large lot that I can own. And where a proposed house can be constructed and that I can plant also some vegetable and some fruit trees for family consumption. In this way I will not be buying always at the public market for such things. Similarly, I can have my own permanent residence and that no one will be driving me out anymore because I have no available money to pay for my monthly rent.

A Well-Planned Robbery Ends In A Fiasco

Maasin City, Southern Leyte-The equipments and tools that the robbers were bringing in robbing the Henry Lhuillier Pawnshop in brgy.Abgao, this city, which they have left inside, were proofs that they were big-time robbers.

It’s a well-planned robbery the way it was carried out.It was believed that the suspected robbers were studying the pawnshop’s location and how to penetrate inside, since the store is always double-loc ked at closing time.

The robbers believed to be composed of either three or four men, have make use of the neck-deep canal dig last year and doubled with series connection of culverts as part of the streets widening in this city.

The opening of the canal’s exist was below the bridge, which served as a boundary between brgys.Abgao and Tunga-Tunga, was more or less 100 meters away from the victim-pawnshop.

Police Investigator PO2 Danny A. Araba informed that it took three to four days for the robbers to dig a hole that would allow them to reach the pawnshop’s floorings. The robbers have cut the steelbars, which provides strength to the floorings, before they could destroy the concrete floor for their final entrance.

The alongside location of the long canal down to the river where the bridge was, was more or less 3 meters away from the floor’s hole. The size of its diameter was big enough to allow the passage of a regular body size of a male person.

The investigator claimed that based on their analysis the suspects started digging the hole, after destroying the culvert, as early as 6:00 p.m. At this time different vehicles passing by the Tomas Oppus street would be producing various kinds of sounds and noises that would drowned whatever noise or sound activity done below the ground.

The robbery was discovered the following day Wednesday morning recently when employees have reported to t heir works.

Earlier, the responding police operatives led by Araba rushed to the pawnshop after one of the employees called the Maasin Police Station.

However, the way the suspects did their dangerous activities inside the store to rob it of its valuable items was a great failure. They have miserably missed their target in order to make away with the jewelries and other valuable goods placed inside the P1M worth vault.

As shown in the police’s pictures the robbers used acetylene to incise a vault’s compartment but that particular storeroom was empty. It was obvious that they ran out of acetylene supply and have tried to open the vault thru its lock combinations that they have destroyed.

Apparently, it took too much time for them to try to open another compartment, but they already ran out of time to possess the hidden wealth including pawned cellphones.Our source said that when they sensed that it was already dawn, they have decided to flee at about three or four a.m. leaving behind their equipments and tools.

HLP ‘s Area Manager Dante Verano told police that the suspects took their weighing scale and diamond-gold gauge all worth P27,000.00.They used to exclude it from other items in hiding inside their vault.

The police said the damaged vault contained undetermined amount of jewelries, other accessories and important documents.

Helpers/waiters at a store next to HLP informed the police operatives that at about 10:00 p.m. they have heard an explosion. However, they said they could not figure out what kind of explosion it was.

It was also learned that unlike most stores, whose owners would just leave their products on the stalls, it was the standing policy of all pawnshops to always keep their goods and other items inside their vaults during closing time.

The police further revealed that it took from 5:00p.m. up to 11:00p.m. for the knowledgeable HLP’s technician to open the damaged vault.

Equipments and tools that were left by the suspects at the crime scene were: 1 unit blue-colored 2.7 kg LPG tank(GAZ-brand name) with green and red-colored duplex hose, approximately 78 inches in length; 1 unit color green acetylene(Conairco-brand name); 2 pcs. red and orange Jack 32 tons; 1 unit orange-colored chargeable flashlights (Bamo-marking); 1 unit steelsaw with handle(Creston-name); 3 pcs. hand gloves; 3 pcs. steel bars; 1 pc. Big nail; 2 pcs. electrical fliers; 1 pc. Adjustable wrench; 1 pc. Screw driver; 1 pc. Lighter; 1 pc.EMI’s match; 1 pair green-colored slipper; 3 pcs. Tapelone with markings Maasin Star; 1 ballcap (Nike brand); 1 pc. Belt bag; 1 pc. Black bag (GAP-brand name); assorted clothes

and jagging pants; 8 pcs.2 by 1 mahogany lumber; 3 pcs. 3 by 4, 1.7 feet mahogany lumber; 2 pcs. 4 by 4 by 2.6 =36 inches lumber.

Moreover, some observers have the notion that the robbers were wearing gas masks to protect them from the unbearable and pungent stink and rubberized clothings to prevent various viruses from entering inside their bodies while wading and soaking in the dirty water.

Additionally, this is also the first time ever of a pawnshop where the robbers used the long canal as the passageway and dug an underground 3-meter hole and destroyed its flooring to enter inside.

Snake’s Rare Appearance Atop Mahogany Tree Attracts Plazagoers But Kills For Causing Fear

Maasin City, Southern Leyte-The snake’s rare appearance atop the mahogany tree at the Anatalio Gaviola plaza has attracted curious plazagoers, promenaders and passers by but caused fear among the crowd of onlookers.

The light green and brown spotted snake, which was called Sawa in the vernacular, was noticed by plazagoers at past three in the afternoon. It set the fire of attraction from those who have heard its rare presence at the open place.

As the snake’s remained unmoved from its grip on a tree branch near the Rizal monument, not far from the small stores near the SJC elementary school, more people were coming looking up the mahogany tree.

It’s length of less than 2 meters, with a body size similar to the size of a green-colored bottle of red wine found in grocery stores, has posed a threatening aura of fear to most of them.

As it reached dusk until seven in the evening, some firemen and the police have responded to the call about the snake’s presence that remained atop the tree for about 4 hours already.

When they arrived one of the firemen trained the hose pointing to the snake’s location. His colleague opened the firetruck’s water tank and released a forceful volume of water hitting the creeping creature for several minutes.

However, the pressure and the water’s impact against the snake did not make it move. The more it tightened its firm gripping and the fireman gave up.

Two unidentified men volunteered to c limb up the tree to do something against the snake. But before they could reach the top, they backed out and went down, overwhelmned by their fear of being bitten once they touch the snake. The two groups have decided to move out.

On the other hand, Mayor Maloney Samaco, who sensed that the presence of such snake for long hours at the mahogany tree has brought fear to majority of those who have seen it, has finally decided to call the police and ordered them to shoot it.

SPO3 Basilio L.Hinunangan was chosen by his colleagues to do the shooting. According to a witness, he used a 22.caliber gun and shot it three times hitting on the head. It swirled and loosened it tight hold and dropped to the ground.

Some city dwellers have speculated that the continual rains for weeks have saturated the snake’s hole habitat, where it chose to dwell, with water making it uninhabitable.

They claimed it’s possible that the snake took refuge at the public plaza by climbing up the mahogany tree.

Mating Habit

Nevertheless, BFP’s Arson Investigator Achmad “Joel” Jarabe disclosed that according to the information he gathered in the internet, female snakes after mating with the male snakes of its kind would tend to climb up the tree and stay there until it would be time for them to lay their eggs.

He said that if the snake atop a tree would decide to move or transfer to a nearby tree, it would not go down to the ground.

Instead, it would summoned its full power and energy as it unwind its gripping tail “to jump-fly” towards another tree, he explained.

He further informed that the snake’s style of laying their eggs is like a sea turtle.”After laying its eggs on the ground”, he said, “the snake would cover it with the sand or soil and leave”.

Like a Mother Hen, other kinds of snakes have possessed motherly concerns for their young. They will protect their babies against predators and from human harm.”When their eggs would hatch, the mother snakes would watch for their babies”, he said.

In brgy.Kawayan, Libagon, this province, where my late uncle was residing with his family, a neighbor reported one afternoon that his friend who was gathering firewoods in the bushes was being chased by a red-colored snake when the latter has noticed that the former was approaching her “babies”. Luckily, the mother snake had stopped chasing him when he had gone farther and went back to her brood.

Furthermore, some city folks have confided that for the past three decades this is the very first time that such a snake has taken refuge at the public plaza by climbing up the tree.(Quirico M. Gorpido,Jr.)
