SP Approves P518, 621,885.29 Budget For 2011

Maasin City, Southern Leyte-The Sangguniang Panlalawigan has finally approved P518,621,885.29M Budget appropriation for the current year 2011 during its recent weekly session held at the provincial capitol here.
SP Cesar Rey, Chairman Committee on Finance and Appropriation informed the august body that the amount that needs to be reconciled was already complied with. He said he called on the attention of the different departments’ heads previously conducted during a special meeting held on the same venue.
The proposal of the past meeting, he said, was to deduct P50, 000.00 from each department, which will be subjected to a supplemental budget. With this measure, the concerned offices have agreed and it was witnessed by the Finance Chair’s colleagues Felicula EscaƱo and Sarah Dampog.
However other departments, for other reasons have greater amount of deductions compared with other offices. These were the following: 1)Provincial Warden-P50,000.00; 2)Provincial Social Welfare Department Office-P50,000.00; 3)Provincial Accessory’s Office-P50,000.00; 4)Office of the Provincial Agriculturist-P50,000.00; 5)Prov’l Budget Office-P50,000.00; 6)Prov’l Veterinary Office-P50,000.00; 7)Provl Environment and Natural Resources Management Office-P50,000.00; 8)Prov’l Treasurer’s Office-P50,000.00; 9)Provl General Services Office-P100,000.00; 10)Sangguniang Panlalawigan Office-P200,000.00; 11)Provl Engineer’s Office-P288,250.00.
Asked by SP Teopisto Rojas,Jr. why SP’s deduction was larger than other offices, Rey explained that SP’s electricity bills amounting to P200,000.00 were charged to the Provincial General Services Office.”This is the reason why the same amount was deducted from the SP office covering the entire legislative building”, he said.”The amount of P200, 000.00 which was not spent for its sole purpose was considered part of our savings”.
Esclamado, another SP member for his part said it’s good to hear that “we were able to get the balancing figure and the demand of Vice-Governor Miguel Maamo,11” for his Aid to Various Entities,Barangays and Municipalities amounting to P1M was transferred from SPA to his office.”This is aside from the P4M budget for the aforesaid Aid.
However, SP Abelardo Almario, Chairman Committee on Laws and Means, wanted clarification from Rey if the abovementioned deductions from the different offices were being discussed with them. Or if the members of the Committee on Finance and Appropriation have ventilated the merits of the SP’s request.
The Finance Chair repeated he had already given copies of the previous minutes to different offices.”The deductions were thoroughly discussed to the concerned heads’, Rey added, “and our allotment for various municipalities and barangays’ projects is P500, 000.00 per year for each board member”.
Rey further informed that for SP’s office they have an increase of P5M appropriation of their MOOE from P4M to P9M plus.
Ex-officio member Nacional “Nikko” Mercado in behalf of another ex-officio member Sarah Dampog, asked how come ex-officio member are not considered first class board members considering that they do not have the same amount of discretionary funds?
The Finance Chair responded that she can ask their particular concern to Governor Damian Mercado and Vice-Governor Miguel Maamo,11 for clarifications.
Rojas confirmed what the younger Mercado has said by saying that ex-officio members’ discretionary funds are bigger.”They can ask for bigger amount than what they have from the Governor”.
On the other hand, the abovementioned current annual budget for the province of Southern Leyte comprises the following: 1)Total Personal Servbices-P143,443,367.95M; 2)Maintenance and other Operating Expenses-P82,782,919.38M; 3)Capital Ourlay-P492,000.00; 4) SPA and 20% Economic Development Funds-P291,903,597.96M; 5)The Economic Enterprise of the Provincial Engineers’ Office Motor Pool-P42,000.00.
The PEO Motor Pool’s aforementioned appropriation also comprises of the following breakdown: a)Personal Services-P20,399,587.00; b)MOOE-P19,995,000.00; c)Capita Oulay-P1,605,413.00. 6) Provl Health Services Office’s Economic Enterprise-P170, 945,952.30M. The said amount comprises for Personal Services of P126, 240,281.00M and MOOE of P44, 705,671.30M.
Moreover, the Finance Chair revealed to the august body that an additional appropriation for Aid to Various Entities/Barangays /City/Municipalities was attained from P1,238,916.00M to P4M; Budget of Membership Due was increased from P680,000.00 to P1M; Mobile telephone Expenses from P300,000.00 to P400,000.00; Donations and Assistance to Entities from P170,000.00 to P500,000.00;
Repair and Maintenance for Motor Vehicles from P170, 000.00 to P420, 000.00. Total budget for SP is P25, 603,589.00.”This is consisting of Personal Services-P16, 015,989.00 and MOOE—P9, 587,600.00”he said. (Quirico M. Gorpido,Jr.)
