SP Approves P504, 978,709.90 Budgets For 2010

Maasin City, Southern Leyte-The Sangguniang Panlalawigan has approved during their recent session the amount of P504,978,709.90 budget for the province of Southern Leyte for the provincial government’s operations and programs during the entire year.
Earlier, SP Jason Calva, Chairman Committee on Finance and Appropriation, has passed a resolution no.825-s.2009 requesting for the approval of the proposed budget, whose motion was unanimously seconded by the 9 members of the Provincial Board. Three other ex-officio members also voted in the persons of Florentino Lubang- Provincial Councilors League President, Nacional Mercado-head of the Liga Ng Mga Barangay and Joyce Mejia-SK Provincial President.
A supporting ordinance no.2009-43 was also passed authorizing the Provincial Budget Officer to set aside the allocation of the aforementioned amount which was to be taken from the general funds.
The budget documents of the source of funds, it was learned, were incorporated and made an integral part of the abovementioned ordinance.
Records show that from 2008 to 2009 the total income of the provincial government in its income-generating services and programs have reached a whopping amount of P970, 301,891.97.This was where the approved budget for the current year was taken from.
The remaining funds were P465, 323,182.07 after the current budget was deducted, that could be used for investments if the provincial government would so desire.
Furthermore, of the current budget, 20% of it will go to the Economic Development Fund of the province.
Calva also passed a subsidiary resolution no.827-s.2009 requesting the Budget Officer to sub-allocate the amount of P500, 000.00 each to regular Board members
.Another P1M will go to the Vice-Governor, which was chargeable against the Aid to various entities/barangays/municipalities for 2010 budget. Still another P3M was earmarked to item–Aid to various municipalities and barangays and P1M intended for the office of the Provincial Governor.
The internal and external sources of funds were, among others, real property taxes, local taxes, on-taxable revenues, Internal Revenue Allotment (IRA).The approval of the aforesaid budget was realized during the last SP session of the preceding month.(Quirico M. Gorpido,Jr.)
